Wart holds at his core a fervent dedication to The Right Thing that forces him to overcome his shyness in order to help others out. He can be kind of over-idealistic about it, though.
Wart communicates with Dave not telepathically, as fully-grown Psychic types tend to, but through gesture and body language. He's very conscious of connecting too deeply with other people and Pokémon and wants to respect people's privacy. As such, he's not great at the Psychic stuff.
He's often exasperated with Dave, but it stems from a place of love and respect that he hasn't quite figured out yet. Kind of like a teenager himself.
